French EPR for printed paper
Direct answer: The French graphic paper scheme covers printed paper placed on the French market: catalogues, leaflets, flyers, printed advertising, notices and forms, magazines, with exclusions set by the texts (books among them). The approved eco-organisations are Citeo and Léko, the same as for household packaging. The producer is the one who orders the printing or imports the printed paper for the French market; a producer established abroad can appoint an authorised representative established in France. One unique identifier for the scheme.
What falls in this category
Graphic paper placed on the French market in printed form: catalogues, mail-order prints, leaflets, flyers, direct mail, printed notices and forms, magazines and periodicals, and the paper sold to be printed. The texts exclude some categories, books among them, and set a threshold under which no declaration is due. The declaration is in tonnes per year.
Who the texts call the producer
The person who orders the printing of the paper for the French market or imports printed paper into France, and for paper sold blank the one who places it on the French market. A seller established abroad who inserts printed catalogues in its parcels to French customers is in that position above the threshold; it may appoint an authorised representative established in France. The determination is yours, from the texts.
The eco-organisations
Citeo and Léko are approved by the French state for graphic paper, as they are for household packaging. A producer registered for both schemes can join the same eco-organisation for both. The contribution follows the eco-organisation's published scale per tonne.
The number
One unique identifier for the scheme, FRxxxxxx_xx, in the ADEME register, distinct from the packaging number. How to read the number →

FAQ
Does a printed notice inside my product's box count?
Printed matter placed on the market with a product can fall under the paper scheme as graphic paper; the eco-organisation's guide sets the threshold and what is counted. You determine from your volumes whether you are above the declaration threshold.
Is paper packaging declared here?
No: paper and cardboard packaging is declared in the packaging scheme, by material. The paper scheme is for printed graphic paper, not packaging.
Are books included?
Books are excluded from the graphic paper scheme by the French texts. Magazines, catalogues and advertising prints are included.
